He was called to the bar in 1837, and was elected Liberal MP for Merthyr Tydfil (1852--69) and Renfrew (1869 - 73). Home Secretary under Gladstone (1868--73), Bruce was offered a choice of three appointments: the lord lieutenancy of Ireland, the viceroyalty of Canada, or the lord presidentship of the council. Bruce chose the last and was raised to the peerage (22 August 1873) with the title of Baron Aberdare. Lord President of the Council (1873--4). Influential in the movement for the establishment of the University of Wales, he was its first chancellor in 1895.
