This was transcribed incorrectly, the Charles in the census is Charles Brown aged 16 and head of household, he listed above her and in a different residence.
Margaret is married to Thomas who is not listed at this address.
I have found a Thomas Baker living in Upton Park, Upton cum Chalvey listed as servant, b c 1810 in Brede, Sussex. I think he is the Butler and his family are living nearby. Margaret is listed as Butler's wife.
